The excavation of the basement would be beneath a curtilage listed building, and the construction activity would cause unacceptable harm as a result of construction traffic movement, which would place unreasonable inconvenience on the day-to-day life of nearby residents. As such, the basement development would be contrary to policy CL7, and in particular parts F and K, of the Local Plan 2019.
