The proposed development by reason of its unsympathetic design that introduces a largely open shopfront on the elevations fronting Kensington Park Road and Westbourne Grove, would result in an incongruous form of development that would fail to respond to, relate, and harmonise with the buildings of the shopping parade and its general traditional context. As a consequence, the proposal would have a negative visual impact on the character and appearance of the building, street scene, and shopping parade, and would fail to preserve or enhance the character and appearance of the Ladbroke Conservation Area, and the views enjoyed within it, contrary to policies of the Local Plan 2019, in particular policies CL1, CL2, CL3, CL6, CL10, and CL11 and guidance contained within the associated SPD for Shopfront Design Guide and NPPF.

The proposed development introduces a largely open shopfront on side elevations fronting Westbourne Grove and Kensington Park Road, which would result in potential for a significant increase in noise, and other disturbances. As a consequence, the proposal would create a source of potential nuisance that would undermine the quality of living environment for the local residents, contrary to the objectives of Policy CL5 of the Local Plan 2019.

The proposed development by reason of introduction of a largely open shopfront to the frontage on each side elevation would be contrary to the policies of the development plan, in particular policies CL1, CL3, CL10 and CL11 of the Local Plan 2019, and there are no material considerations of sufficient weight to justify an exception to the relevant policies in this instance.
