Due to the uncharacteristic addition of a roof terrace with associated external alterations and the increase in scale of openings to the rear elevation at third floor level, the proposal would fail to preserve or enhance the character and appearance of the building, grouping of terraced properties and wider Colville Conservation Area. Therefore, the proposed development would be contrary to the development plan including policies CL1, CL2, CL3, CL6, CL8, CL9 and CL11 of the Local Plan 2019 and the requirements set out in the National Planning Policy Framework (NPPF 2019).

The proposed use of the flat roof as a roof terrace/amenity space, by reason of its location and siting in proximity to surrounding residential properties, would harm the living conditions of neighbouring occupiers in terms of increase in the degree of overlooking, loss of privacy and potentially noise nuisance, thereby failing to take into account the prevailing characteristics of this surrounding residential area, contrary to provisions of the Development Plan in particular Local Plan policy CL5 (a)(c)(e).
