Conditions and reasons:

1)

By reason of its height and proximity to neighbouring buildings, the proposed building would create an unacceptable increase in the sense of enclosure presently experienced within the lower floors and rear garden of 61 Cambridge Gardens, failing to have an acceptable impact on neighbouring living conditions and contrary to development plan policy, in particular policy CL5 of the Local Plan 2019.

2)

In the absence of agreed obligations under s.106 of the Town and Country Planning Act 1990 and provisions under s.16 of the Greater London Council (General Powers) Act 1974 which would secure the necessary mitigation measures and infrastructure which are necessary to make the development acceptable, the proposal would fail to have an acceptable impact on the highway contrary to development plan policy, in particular policies C1 and CT1 of the Local Plan 2019 and the Transport and Streets SPD.
