The enlarged eastern side open light well and stairs together with the open light well to the front of the property, by reason of their prominent locations, proportions and detailed design, would result in obtrusive and incongruous additions which would fail to preserve or enhance the character or appearance of the existing building, the streetscene of the area and the wider Kensington Conservation Area. As such, the proposal is contrary to Local Plan (11 September 2019) policies CL1, CL2, CL3, CL6, CL7 and CL11 plus guidance contained within the Basement SPD (adopted April 2016).
