The proposed development, by virtue of its form, siting and appearance would fail to preserve the original character and appearance of the host dwelling and would have a harmful impact on the setting of the Chelsea Park/Carlyle Conservation Area. The proposal would cause less than substantial harm (at the lower end of the scale) to the setting of this designated heritage asset and there are no public benefits to outweigh this harm. As such, the proposal is contrary to policies CL1, CL2, CL3, CL6, CL8 and CL11 of the 2019 Local Plan, the Chelsea Park/Carlyle Conservation Area Appraisal Document and the advice contained within the National Planning Policy Framework.

The proposed development, by virtue of the orientation, close proximity and appearance would fail to preserve the setting of the nearby listed buildings, namely the listed buildings located along Park Walk to the south and northwest of the application site. The proposal would cause less than substantial harm (at the lower end of the scale) to the setting of this designated heritage asset and there are no public benefits to outweigh this harm. As such, the proposal is contrary to policy CL4 of the 2019 Local Plan and the advice contained within the National Planning Policy Framework.

The proposed development, by virtue of its location and relationship with nearby residential buildings along Park Walk would fail to safeguard the relationship and would lead to a detrimental impact in respect of overlooking, loss of privacy and noise and disturbance. As such, the proposal is contrary to policy CL5 of the 2019 Local Plan and the advice contained within the National Planning Policy Framework.
