The proposed rooftop room would constitute development that would fail to comply with policies of the development plan, in particular policies CL1, CL3, and CL8 of the Local Plan 2019. It would be sufficiently visible to amount to a harm to the appearance of the building and would fail to preserve or enhance the character or appearance of the conservation area, and there would not be benefiits or other material considerations that would outweigh this harm and justify a decision other than in accordance with the relevant development plan policies.

A pre-application advice service is also offered. In this case the proposal does not comply with guidance and policies. No pre-application discussions were entered into, but the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of any new planning application.
