Conditions and reasons:

Due to the lack of sufficient, clear and accurate information, the applicant has failed to demonstrate that the proposed development would preserve the character and appearance of the Chelsea Park / Carlyle Conservation Area and protect the special interest of the Conservation Area, contrary to development plan policies, in particular Policy CL3 of the Local Plan, and national policies as set out in the National Planning Policy Framework.

The proposed development would result in 'less than substantial' harm to the special interest of the Chelsea Park / Carlyle Conservation Area and would fail to preserve the character and appearance of the Conservation Area. The identified harm is not outweighed by sufficient public benefits. The proposed development is therefore contrary to development plan policies in particular Policies CL1, CL2, CL3 and CL8 of the Local Plan (2019) and national policies as set out in the National Planning Policy Framework.

3)

The proposal has failed to demonstrate that adequate arrangements for cycle storage and bin storage would be made, contrary to London Plan Policy T5 and Policies CE3(f) and CT1(f) of the Local Plan (2019).

4)

In the absence of a legal agreement to secure the development as permit free, the development would result in increased on street parking pressure in the borough contrary to policy CT1 of the Local Plan.
