The proposed ground floor rear balcony by reason of its depth and siting would fail to remain subordinate to the host building appearing as an incongruous feature in the locality. This development would also spoil the sense of garden openness the existing courtyard creates at the property. As such, the proposed balcony would fail to preserve the character and appearance of the building and conservation area contrary to Policies CL1, CL2, CL3, CL6 and CL9 of the Royal Borough of Kensington and Chelsea Local Plan 2019, Chelsea Conservation Area Appraisal 2016 and the National Planning Policy Framework 2021.
