Due to the proposed material of the replacement windows, they would cause less than substantial harm to the Pembridge Conservation Area, would fail to preserve the character and appearance of the host building and would appear incongruous from the wider townscape. There are no public benefits to outweigh the harm identified to the designated heritage asset, and the proposal is therefore contrary to policies CL1, CL2, CL3, CL6 and CL11 of the Local Plan, the National Planning Policy Framework, and the guidance within the Pembridge Conservation Area Appraisal Document.
