The proposal, due to its siting, scale, materials and positioning would be an incongruous addition in a prominent location which would fail to preserve the character and the appearance of the property, roofline, terrace group and surrounding Pembridge Conservation Area. It would also be harmful to private views from within the upper floor windows of surrounding properties, contrary to Local Plan policies CL1, CL2, CL3, CL6, CL8 and CL11, adopted September 2019.
