The lower ground floor rear extension, by reason of its footprint, depth, design, materiality and projection beyond the closet wing, would reduce the sense of garden openness by a harmful degree and fail to read as subordinate to the original building and allow the form of the original building to be understood. The extension would fail to reinforce the character of the group of buildings and disrupt the even rhythm of rear additions. As a result, the proposal fails to preserve the character and appearance of the Kensington Conservation Area and conflicts with Local Plan Policies CL1, CL2, CL3, CL9 and CL11.

The proposed raised planter around the first floor roof terrace, by reason of its design and materiality, would read as an incongruous addition at this floor level which fails to preserve the character and appearance of the building, terrace group and wider Kensington Conservation Area, contrary to Local Plan Policies CL1, CL2, CL3, CL6, CL9 and CL11.

The proposed side access door, by reason of its siting and position which facilitates access onto the flat roof of the new rear extension, would result in a harmful loss of privacy to near residential neighbours, in conflict with Policy CL5 of the Local Plan 2019.
