The proposed roof terrace and associated metal railings would be uncharacteristic and unsympathetic, and by reason of their siting on the top of the approved mansard roof addition and its projection above the height of neighbouring properties, would detract from the uniform roofscape, townscape and roofline which is not broken by roof terraces and metal railings. Consequently, the development would appear incongruous, out of place and character with its context, as well as obtrusive within the terrace group on which it forms a part, failing to preserve the character and appearance of the host building, group of buildings and conservation area and the views enjoyed within it, contrary to the policies of the Local Plan 2019, in particular policies CL1, CL2, CL3, CL8, and CL11 and guidance within the NPPF and statute with regard to assessment of proposed development within conservation areas.
