The proposed development would result in the net loss of four residential units and the resultant unit would exceed 170 square meters in Gross Internal Area (GIA) which would diminish the existing housing stock within the borough contrary to policy CH1 of the Royal Borough of Kensington and Chelsea Local Plan 2019.

Insufficient information has been submitted to demonstrate that the proposed works with the loss of existing residential units would not cause harm to the special architectural and historic interest of the listed building, contrary to development plan policies, in particular policy CL4 of the Royal Borough of Kensington and Chelsea Local Plan 2019, as well as National Planning Policy Framework December 2023.
