Decision details

This case has not yet been decided.

Decision: Refuse Planning Permission/Consent
Decision date: 16 May 2024
Conditions and reasons:

1)

The substantial demolition of the existing building, which makes a positive contribution to the Holland Park Conservation Area, would result in the harmful loss of the buildings integrity, patina of age and original fabric, resulting in less than substantial harm to the character and appearance of the Holland Park Conservation Area. The identified harm would not be outweighed by sufficient public benefits. The proposed development is therefore contrary to development plan policies in particular CL1, CL2, CL3 and CL11 of the Local Plan (2019), and guidance in the National Planning Policy Framework.

2)

By virtue of their size, bulk, massing and unsympathetic design, the proposed rear extensions would fail to read as subordinate and would not be in character with the existing building, failing to ensure the original form of the building to be clearly understood. As a result, the proposal fails to preserve the character and appearance of the building and fails to preserve the positive contribution it makes to the wider conservation area. The proposal is in direct conflict with Policies CL1, CL2, CL3, CL9 and CL11 of the Local Plan 2019.
