The proposed rooflights, by virtue of their location, excessive number and size would result in harm to the roofscape and the visual appearance of the roof. There are no public benefits to outweigh the harm caused and so the proposals would fail to comply with policies CL1, CL2, CL6 and CL8 of the Local Plan 2019 and NPPF 2023.
