The proposed hoardings, by virtue of their size, supporting structure and prominent location adjacent to a trunk road and close to a busy junction, would result in a significant distraction to drivers using the road, to the detriment of vehicular safety contrary to the Council's policies as set out in the Unitary Development Plan, in particular, Policy TR39.

The proposed hoardings, by virtue of their size, height and illumination, would significantly detract from the visual amenities of the area and from views into the Philbeach Conservation Area, contrary to the Council's policies as set out in the Unitary Development Plan, in particular, Policies CD54 and CD68.
