The proposed railings are considered, by virtue of their of their height and position to be detrimental to the character and appearance of the building, the terrace and the part of the Conservation Area in which the building is located. It is also considered that the railings would facilitate the use of the main roof as a terrace, which would result in a loss of privacy to the surrounding properties by reason of overlooking.The proposal is therefore considered to be contrary to the Council's Policies as contained within the Conservation and Development Chapter of the Unitary Development Plan, in particular Policies CD40,CD52 and CD53.
