The proposed restaurant use would generate a significant increase in traffic, on-street car parking demands and late night noise and general disturbance leading to reduced safety, which is a particular concern given the status of Lonsdale Road as a Play Street, increased parking congestion and increased noise and general disturbance to the detriment of local residential amenity. Therefore, the development is considered contrary to Council policy as stated in the Unitary Development Plan, in particular Policies H4, S13, CD34 and TR39.
