The proposal would harm the external appearance of the building, the neighbouring Grade II listed building most notably St. John's Church, 10-22 Kensington Park Gardens and the historic Ladbroke Square Gardens to the South by reason of the prominent nature of the equipment, and fails to preserve or enhance the character or appearance of the Ladbroke Conservation Area. The proposal is therefore contrary to policies contained within the Council's Unitary Development Plan, most notably, Policies CD25, CD52, CD53, CD23, CD44, CD61 and CD56 and contrary to policies contained within the Proposed Alterations to the Unitary Development Plan, most notably Policies CD25, CD45, CD52 and CD53.
