The proposed additional storeys would unbalance the established stepped effect of the terrace, would appear incongruous and have a detrimental effect on the identified vista along the square, the character and appearance of the Conservation Area and would form an unwelcome precedent for similar development in the immediate vicinity, contrary to Policies CD38, CD39, CD48, CD52 and CD53 of the Unitary Development Plan.

The proposed additional storeys would constitute further incremental change which would be cumulatively harmful and cause irreversible damage to the original building fabric thus causing detrimental harm to the special architectural and historic character of the listed buildings, contrary to Policies CD57 and CD58.
