The proposed house, by reason of its height, bulk and design, would amount to an inappropriate and overly dominant structure in this location which would adversely affect the setting of the neighbouring houses in Carlyle Square and harm the character and appearance of the Conservation Area. Therefore, the proposal is contrary to the Council's policies, as set out in the Unitary Development Plan including the Proposed Modifications, in particular Policies CD25, CD27, CD52 and CD53.

The proposed house, by reason of its height, bulk and location, would result in an undue cliff-like effect on the boundaries with No.s 8, 9 and 10 Carlyle Square and would lead to a significant loss of light and increased sense of enclosure, affecting the rear windows and gardens of these properties. Therefore, the proposal is contrary to the Council's policies, as set out in the Unitary Development Plan including the Proposed Modifications, in particular Policies CD27, CD28 and CD30a.

The proposed off-street parking would be not be operable in a safe manner because of insufficient turning space in front of the proposed house. Therefore, the proposal is contrary to the Council's policies, as set out in the Unitary Development Plan including the Proposed Modifications, in particular Policies CD27 and TR46.

The proposal would not provide an acceptable standard of accommodation, by virtue of insufficient natural lighting to bedrooms 2 and 3 and the absence of any outdoor amenity space. Therefore, the proposal is contrary to the Council's policies, as set out in the Unitary Development Plan including the Proposed Modifications, in particular Policies CD29, H7 and LR14.
5)
The proposal would result in the loss of a mature horse chestnut tree in the rear garden of No. 8 Carlyle Square, which would be detrimental to amenity and harmful to the character of the Conservation Area. Therefore, the proposal is contrary to the Council's policies, as set out in the Unitary Development Plan including the Proposed Modifications, in particular Policies CD72 and CD74.
