By reason of its design and projection upon the unaltered skyline of Nos. 10-12 Pembridge Villas, the proposed roof addition would detract from the appearance of the existing building, its semi-detached partner, No. 10, and the group of which it forms a part, namely No. 10-18 Pembridge Villas, to the detriment of visual amenity and the character and appearance of the Pembridge Conservation Area. Therefore, it is considered contrary to Council policy as stated in the Unitary Development Plan, in particular Chapter 4 and Policies CD25, CD38, CD39, CD52 and CD53, together with the Pembridge Conservation Area Policy Statement Roof Addition Policy pp15-18.
