By reason of their design and materials, the proposed extension, terrace and stair would be out of keeping with the appearance of the existing building and the terrace of which it forms a part, to the detriment of visual amenity and the character and appearance of the Pembridge Conservation Area. Therefore the development would be contrary to Council policy as stated in the Unitary Development Plan, in particular Chapter 4 and Policies CD25, CD40, CD41, CD52 and CD53.

The proposed roof terrace and extensively glazed rear ground floor elevation would adversely affect the privacy of neighbouring premises and the former would allow disturbance, to the detriment of residential amenity, contrary to Unitary Development Plan Policies CD30 and CD40.
