Conditions and reasons:

1)

The proposal to extend the existing penthouse flat and the creation of a further flat at this level would, in effect, create an additional storey above the existing mansard roof which would be contrary to the character of the property and the wider Conservation Area. It would contribute to the loss of the original articulation of the building into three distinct elements and would be visible in longer views of the building and the upper storeys of surrounding buildings. As such, it would be contrary to policies contained within the Conservation and Development Chapter of the Unitary Development Plan, specifically Policies CD25, CD38, CD39, CD48, CD52, CD53 and CD54 and advice contained within the Kensington Conservation Area Proposals Statement.

2)

The proposal would result in an additional loss of privacy to occupiers of surrounding residential properties which would be contrary to Policies CD30 and CD40 of the Unitary Development Plan.

3)

The proposal would result in additional pressure for on-street parking in surrounding residential streets contrary to Policy TR46 of the Unitary Development Plan.

4)

The proposal would result in the loss of an existing small self-contained flat which contributes to the housing mix within the Royal Borough. As such, it is contrary to Policy H17 of the Unitary Development Plan.
