The proposed mixed use development would deliver some beneficial uses and facilities but, in failing to include some significant parts of the greater site, namely (a) the area outside the pharmacy and other buildings at Bramley Road (b) the disused laundry at Bay 15 and (c) the perimeter of Maxilla Walk along the north side of the Royal Borough of Kensington and Chelsea training skills centre, would fail to achieve the comprehensive and successful development of the site.
