Conditions and reasons:

1)

The proposed development, by nature of its design, form, scale and location, would fail to respect the existing character and appearance of the host buildings and wider group of buildings. The development would therefore be contrary to policies CL1, CL2, CL6 and CL9 of the Local Plan 2019.

The proposed development, given the introduction of roof terraces at second floor level, and their location, proximity and relationship to neighbouring buildings, would create additional views from the application properties resulting in harmful overlooking of occupiers of neighbouring properties, to the detriment of their privacy. In addition, the proposed development, given its design, massing, scale and relationship with neighbouring properties, and the absence of supporting information, would fail to demonstrate that the living conditions of neighbouring occupiers would be safeguarded, in regard to daylight, sunlight and an increased sense of enclosure. The proposed development would therefore be contrary to policy CL5 of the Local Plan 2019.

To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided, and improvements recommended during assessment of the application. Unfortunately this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
