Prior approval is required and hereby refused on the grounds that in the absence of a legal agreement to secure the new unit as parking permit free, the creation of a new residential unit would result in an unacceptable increase in on-street parking pressure in the Borough. The proposal is therefore contrary to condition (1)(a) of development permitted under Class M of Part 3 of Schedule 2 to The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
