By reason of it being an overly scaled, unsympathetic, uncharacteristic and inappropriate form of development in this locality that does not reflect the prevailing pattern of development within this area, the development would significantly detract from the roofscape, and fail to respect or take opportunities to improve the quality and character of the existing building and its context. Consequently, the proposal would appear obtrusive in the street scene, and harm to the surrounding townscape including the setting of the adjacent Edwardes Square, Scarsdale and Abingdon Conservation Area. Therefore, the proposal is considered contrary contrary to policies CL1; CL2; CL6; CL8, and CL11 of the Local Plan 2019.
