The proposed development, by virtue of its siting, scale and design would fail to preserve or enhance the character and appearance of the host building, terrace grouping and wider townscpae. The proposed roof extension would fail to be architecturally sympathetic to the character of the building and would represent an additional storey located on top of a mansard. As such, the proposal would fail to comply with policies CL1, CL2, CL6, CL8 and CL9 of the Local Plan and the guidance within the NPPF.
