The proposed mansard roof addition would result in the loss of the traditional V-shaped roof form of historic interest and detract from the roofscape and roofline of a terrace broken by only an isolated roof addition. By reason of its unsympathetic design and excessive vertical projection and poor siting in relation to the bottled balustrades at roof line level, the development would appear incongruous and out of character with the group of which it forms part, thereby failing to preserve the character and appearance of the building, group of buildings, and this part of the Ladbroke Conservation Area and the views enjoyed within within it. As such, the development would be contrary to the policies of the development plan, in particular policies CL1, CL2, CL3, CL6, CL8, and CL11 of the Local Plan 2019, and guidance within the NPPF, without circumstances that would justify an exception to those policies.
