Conditions and reasons:

By virtue of form, design and loss of fabric, the proposals would cause less than substantial harm to the special architectural and historic interest and heritage significance of this Grade II listed building, without providing public benefit to outweigh the harm. As such, the proposal is contrary to CL4 of the Local Plan 2019.

2)

Insufficient information has been provided to fully assess the impact of the proposed roof extension and new basement. As such, it has not been demonstrated that these works would preserve the special architectural and historic interest and heritage significance of this Grade II listed building and the proposals are therefore contrary to CL4 of the Local Plan 2019.
