Conditions and reasons:

1)

The proposed rear extensions by virtue of their design, scale and height would fail to preserve the character and appearance of the original rear elevation of the host dwelling and would have a harmful impact on the overall appearance and form of the terrace grouping. The proposal is therefore contrary to policies CL1, CL2, CL3, CL6, CL9 and CL11 of the 2019 Local Plan, the advice within the National Planning Policy Framework and has failed to have regard to the Chelsea Conservation Area Appraisal Document.

2)

The proposed replacement of the rear closet wing, by virtue of the additional height and massing would have an unacceptable relationship with nearby residential buildings and would have a detrimental impact to the living conditions enjoyed by an adjoining resident, particularly in terms of loss of natural light and increased sense of enclosure. As such, the proposed development would be contrary to policy CL5 of the 2019 Local Plan and the advice within the National Planning Policy Framework.

Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to.
