The proposal, by virtue of its significant bulk and height and incongruous design, would fail to respect the scale and appearance of the subject building and would result in harm to the character and appearance of the Edwardes Square, Scarsdale and Abingdon Conservation Area. The proposal is contrary to the Council's Policies as set out in the Conservation and Development chapter of the Unitary Development Plan, in particular policies CD27, CD28, CD47, CD50, CD61 and CD62 and contrary to guidance set out in Supplementary Planning Guidance the Edwardes Square, Scarsdale and Abingdon Conservation Area Policy Statement.

The proposed extension by reason of its scale, and in particular its height, would be overbearing and result in an increased sense of enclosure to neighbouring properties resulting in harm to residential amenity. It would be contrary to the Council's policies as contained within its Unitary Development Plan, in Particular Policies CD36 and Policy CD47.
