The proposed development, by virtue of its overall height, scale and design, is considered to harm the character and appearance of the building itself and of the terrace as viewed from the street and neighbouring buildings. The proposed development would fail to either preserve or enhance the character and appearance of the surrounding Conservation Area and is, therefore, unacceptable. The proposed development is contrary to the Council's Unitary Development Plan policies, in particular, Policies CD27, CD44, CD45, CD57, CD61 and CD62.
