The access enclosure as built, by virtue of its size and location is considered to represent a visually obtrusive and incongruous feature to the roofline which results in harm to the character and appearance of the building, the terrace and the surrounding Conservation Area. Therefore, the proposal is considered contrary to this Council's planning policies as contained in the 'Conservation and Development' Chapter of the Unitary Development Plan, in particular, Policies CD27, CD61, CD62, CD44 and CD45.
