The application has failed to demonstrate that the proposals would provide the maximum reasonable amount of affordable housing, contrary to Local Plan 2019 policy CH2, The Mayor's Affordable Housing SPG (2017), London Plan Policy 3.11 and the guidance within the NPPF (2019).

The proposal makes no allowance for bicycle parking facilities or ancillary showering and changing facilities for the retail and gym use while under-providing these facilites for the residential element. The application therefore fails to demonstrate that the proposed facilities would be adequate for the development, contrary to policy CT1 of the Local Plan.

In the absence of agreed obligations under S106 of the Town and Country Planning Act 1990 and provisions under Section 16 of the Greater London Council (General Powers) Act 1974 which would secure the necessary mitigation measures and infrastructure which are necessary to make the development acceptable, the proposals are contrary to the London Plan, in particular policy 8.2, and the Local Plan, in particular policies C1 and CT1.
