The proposed change of use would reduce the range and stock of business premises available within the Borough, thus preventing the opportunity to grow and thrive for businesses. The applicant has failed to demonstrate that the loss of the office space would not have a detrimental impact on the range of office premises within the Borough or that the unit is unviable and, in the absence of this justification, the proposal is contrary to policy CF5 of the Local Plan 2019.
