Conditions and reasons:

1)

The additional storey, by reason of its scale, bulk, height, massing and detailed design would represent an incongruous and harmful addition to the host building, alongside the poor detailed design of the rear elevation. The proposal as a whole would therefore fail to respect the character and appearance of the terrace group and fail to preserve or enhance the character and appearance of the Edwardes Square Scarsdale and Abingdon Conservation Area, all contrary to Policies CL1, CL2, CL3, CL8, CL11 of the Local Plan and HC1, D1, D2, D3 and D7 of the London Plan. The development as a whole would not offer sufficient public benefits to outweigh the less than substantial harm caused.

2)

In the absence of an appropriate legal agreement to mitigate the impact of the new uses and residential units, the development would place additional pressure on local services and infrastructure contrary to policies C1, CH1, CH2, CH3, CT1, CR1, CR7, CE3 and CE5 of the Local Plan 2019.
