The proposed minor alterations to the original development comprising changes to rear fenestration, alternative railings to front boundary wall, minor changes to the associated landscaping within front and rear garden, omission of previously approved rear lower ground floor level extension with wider balcony above, retention of part width balcony and external steps to rear garden and formation of a shallow Juliet balcony with added railings to rear raised ground floor level where the wider balcony had previously been permitted, would be non-material under s96a. The proposal would have no discernible impact upon the character and appearance of the individual buildings as well as those of the surrounding area, continuing to preserve the character and appearance conservation area in the same way as previously. In addition, the proposed changes would continue to ensure the living conditions of the occupiers of nearby properties would be safeguarded, with no material or perceivable change in impact. The submitted NMA is therefore acceptable.
