By reason of the additional height and massing, the proposed development would lead to a harmful sense of enclosure and loss of outlook to the residential properties forming Pembroke Place. As such, the development would fail to maintain an acceptable relationship with these properties and would fail to comply with policy CL5 of the Local Plan.

2)

The proposed materials would fail to respond to the character and appearance of the surrounding townscape and would appear at odds with the existing materials found on the building. This would appear visually intrusive when viewed from the surrounding townscape, including the properties forming Pembroke Place. As such, the development would fail to be the highest architectural and urban design quality and would fail to comply with policies CL1, CL2, CL6, and CL8 of the 2019 Local Plan.
