The hoarding, by virtue of its size and position, would extend the existing line of hoardings, would intrude upon and block views into the Philbeach Conservation Area and towards the Listed St. Cuthbert's church and would be detrimental to the visual amenity of the area, and as such would be contrary to the Council's policies as set out in the Unitary Development Plan, in particular Policies CD54 and CD68.
