Conditions and reasons:

1)

The development hereby permitted shall be begun before the expiration of five years from the date of this permission. (C001)
Reason As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions. (R001)

2)

A minimum soil depth of 1000mm shall be provided, and maintained, throughout the area above the basement plant room hereby approved as shown on drawing 1044 - 301A, and outlined in red on the extract from that plan received 8th September 1999 (with the exception of the well to the basement access stairs), and such soil shall be provided and maintained to British Standard BS 3882.
Reason - To ensure that the landscaping scheme pursuant to the earlier Planning Permission Ref: TP/94/0644 dated 11/7/1995) can be provided and maintained, and to ensure that the visual amenity of the area can be preserved.

3)

Two "betula jacquemonti" trees of 3.5 to 4m in height at installation, shall be provided and maintained within the garden area above the basement plant room hereby approved (in accordance with the landscaping plan 6366-26E approved pursuant to earlier Planning Permission Ref: TP/94/0645 dated 11/7/1995). The planting of these two trees shall take place in the first planting season following the completion of the development. If a tree becomes seriously diseased or damaged, or dies, it shall be relaced in the next planting season with others of similar size or species, unless the local planning authority gives its written consent to any variation.
Reason - To protect the visual amenity of the area.

4)

No process shall be carried out, or machinery installed, pursuant to this permission so as to cause detriment to the amenity of adjacent property, or of the immediate area, by reason of noise, vibration, smell, smoke, soot, ash, grit, or electrical interference. (C047)
Reason - To safeguard the amenity of neighbouring property and the immediate area. (R047)

5)

The development hereby permitted shall be carried out exactly and only in accordance with the drawings and other particulars forming part of the permission and there shall be no variation therefrom without the prior written approval of the Local Planning Authority. (C068)
Reason - The details are considered to be material to the acceptability of the proposals, and for safeguarding the amenity of the area. (R068)

Your attention is drawn to the British Standards Code of Practice for Demolition, and the Environmental Protection Act 1990 relating to nuisances, the observation of which should considerably reduce the risks and nuisance inherent in demolition work (particularly in relation to fire hazards arising from the practice of burning materials on site) both to operatives on site and to the general public.
