The proposed development is considered unacceptable in terms of its impact upon the character and appearance of the building itself and upon that of the conservation area which it would fail to either preserve or enhance. In addition, the proposed development would harm the existing amenities of the adjoining properties to an unacceptable degree in terms of privacy, loss of light and sense of enclosure. The proposal is, therefore, considered contrary to the Council's Unitary Development Plan policies, in particular, Policies CD27, CD33, CD35, CD36, CD47, CD57, CD61 and CD62.
