It is considered that the construction of an additional storey at the application site would be unacceptable in principle as it would lead to an imbalance in the unbroken roofline of the group of buildings resulting in the application building being significantly higher than its neighbouring properties. This is contrary to the Council's policies on additional storeys. The provision of an additional storey at this location would result in a dominant extension to the building which would significantly alter the scale of the building as viewed within the context of the group as well as the existing streetscape, which would neither preserve nor enhance the character and appearance of the surrounding conservation area. The proposed development is, therefore, considered not to comply with the Council's Unitary Development Plan policies, in particular, Policies CD27, CD44, CD45, CD57, CD61 and CD62.
