The proposed development, by virtue of its scale and bulk is considered to harm the special architectural character and historic interest of the buildings individually and as viewed within the terrace which remains largely unbroken by roof additions. It is considered that the proposed development would be detrimental to the character and appearance of the listed buildings, the terrace and the surrounding Norland Conservation Area. It is, therefore, considered contrary to the Council's Unitary Development Plan policies, in particular, Policies CD27, CD44, CD45, CD57, CD61 and CD62.
