The proposed railings would facilitate the use of the existing flat roof as a roof terrace and this would cause a significant loss of privacy to the adjoining residential properties, contrary to the Policies of the Unitary Development Plan, 2002 as amended, in particular policies CD35 and CD46, and Policy CL5 of the SCS.

The proposed railings would introduce visual clutter to this roof scape and would cause visual harm to the character and appearance of the property, the terrace, and this part of the Norland Conservation Area, contrary to Policies of the Unitary Development Plan, 2002 as amended, in particular Policies CD27, CD28, CD44, CD45, CD46, CD50, CD51, CD61, CD62 and CD63 and also Policies CL1, CL2, CL3 and CL6 of the SCS.
