The proposed advertisements in terms of their size, number, design, location and method of illumination, would fail to preserve or enhance the character or appearance of the area and would affect the setting of neighbouring conservation areas and listed buildings and would add clutter, visual confusion and visual harm to the streetscape, contrary to the Core Strategy adopted 8 December 2010, in particular policies CL1, CL2, CL3, CL4, CL6 and CR4.

The proposed advertisements in terms of their size, number, design, location and method of illumination, would distract highway users thereby posing a significant risk to highway safety, contrary to Core Strategy Policies CT1 and CR4.
