The second floor extension of the closet wing by reason of its size, siting and design, is an uncharacteristic and incongruous addition to the property, that is not visually subordinate to the host building and consequently fails to preserve the character or appearance of the host property, terrace and conservation area, contrary to Development Plan policies, in particular CL1, CL2 and CL3 of the Core Strategy and CD47 and CD63 of the UDP as well as having regard to the Norland Conservation Area Proposals Statement.

The roofline alterations, including mansard roof, raised parapet between 104 and 106 Portland Road and timber slats at rear, by reason of their size, siting and design have resulted in the loss of the historic butterfly roof form and introduced a form of roofline development which is uncharacteristic of the terrace of which the property forms a part, consequently the development has harmed the character and appearance of the host property, terrace and conservation area, contrary to Development Plan policies, in particular CL1, CL2 and CL3 of the Core Strategy and CD44 and CD63 of the UDP as well as having regard to Norland Conservation Area Proposals Statement.
