The extension at second floor level by reason of its bulk, location and design fails to preserve or enhance the character or appearance of the host property, the terrace of which it forms part, or this part of the conservation area contrary to policies contained within the development plan in particular Core Strategy Policies CL1, CL2, and CL3 and saved Unitary Development Plan Policies CD47 and CD63.

The applicant has failed to demonstrate, in particular by way of a lack of information, that the extension would not have a negative impact on the amenity of neighbouring occupiers, contrary to policies of the development plan, in particular policy CL5 of the Core Strategy and saved policy CD47 of the Unitary Development Plan.
